Büger studied at the Academy in Munich under Peter Halm and Angelo Jank. At a young age he was able to exhibit his works in important galleries such as Tannhauser, Brackl, Weinmüller-Munich, the Glaspalast in Munich and Moller in Berlin. In 1930 he presented his work alongside works by Erich Heckel and Max Pechstein at an art exhibition of southern German painters in New York. From 1933 his work was considered "degenerate" and Büger withdrew to Bad Reichenhall. During the war years, many of his works were lost in Munich. After World War II, he participated with Willy Baumeister, Ida Kerkovius and Max Ackermann in the "Red Rider" group in Traunstein. In 1952 he returned to Munich and exhibited regularly at exhibitions of the New Munich Artists' Cooperative until his death in 1966.
